The meters basic functions are only required to record the action and to execute control commands and send data back to the server on a daily bases.  In return, these transactions are carried out with in the server and the data base guards the customer’s transaction history. This history can be presented at the point of sale and the control can view the history when he or she wants.

The gathering of invoices and the regulating of the promotion criteria of the customer can apply his or her money to whatever criteria they want.  Or, they can elect to apply it to a new month. Or, to the first consumption can be subsidized rates until these are completed quotas are met. Furthermore, one can be given certain benefits in consumption hours, etc.
